Listed below are some key rules for the 2009 Racing Season to keep in mind.
Racing applications can only be submitted online. In order to qualify and/or race at Harrah's Chester, proof of 2009 negative Coggins Test, EHV and rabies vaccination, along with a current (dated within 30 days of date of first entry at Harrah's Chester) health certificate must be submitted to the Racing Office. If a 2009 negative Coggins Test, EHV or rabies vaccination for a horse has already been submitted at another track and that information is indicated on the USTA eTrack Eligibility Report, then that paperwork need not be submitted. Horses may not show any lines less than $10,000 claimers. It is Pennsylvania Harness Racing Commission policy that all horses originally entered in a class shall have preference over any horse subsequently moved into the class from another event. It is recommended that you enter a horse in its proper class so you do not lose your preference. Australian or New Zealand horses as well as high-end conditioned first-time starters at Harrah's Chester may be classified at the discretion of the Racing Secretary. In order for a horse to be removed from the Lasix List, it must race in a qualifying race without Lasix. The horse must be tested and show no Lasix in the system. Horses are now required to be in the paddock two (2) hours out from the approximate post time of the race. The only exception being if it is designated as a detention race. The 30-day rule is determined from race date to day of entry counting the day after the race as day 1 and the date of entry as day 30. Any person on a jog cart or a sulky must wear a safety vest while on the racetrack at all times.
